Keep a running tab.
February 2025: Elon Musk floated a $5,000 "DOGE dividend" from government savings. Trump backed it. It was never issued.
July 2025: Trump proposed a $2,000 tariff rebate check. He floated it again in October 2025. In November, he put a timeline on it — mid-2026 — and called it significant. His own Treasury Secretary said it would require legislation Congress hadn't agreed to pass. Mid-2026 came and went. The checks did not.
September 2026: At the GOP midterm convention in Dallas, Trump promised every adult American $5,000 if Republicans keep the House and Senate in November. He called it the "Trump Dividend." Polls show voters want it but don't believe it's coming. It would cost more than $1 trillion. There is no legislation, no funding mechanism, and no timeline.
That's $12,000 promised to every American adult. Zero delivered.
Now add one more.
This week, Trump promised $500 rebate checks to roughly 1 million ACA enrollees across 30 states, claiming the Biden administration overcharged them on exchange fees. Critics immediately called it a pre-election gimmick. Nobody at the Centers for Medicare and Medicaid Services could explain where the $500 figure came from, which years it covers, or whether it requires congressional approval. The administration pointed reporters back to a fact sheet.
The $500 promise is also targeted: only 1 million people out of 19 million ACA enrollees would receive it. The rest of the country gets another promise.
The math is straightforward. Trump's tariffs already cost the average American household an estimated $2,400 in 2025 through higher prices. The $2,000 check he promised to offset that was never sent. The tariff checks alone would cost $450 billion, more than an entire year's worth of tariff revenue at current collection rates.
Every major check promise from this administration has required legislation Congress hasn't passed, funding that doesn't exist, or both. The pattern, four promises over 20 months with zero checks delivered, is not a record that changes with a fifth promise 30 days before a midterm election.
The $500 ACA check, if it ever arrives, would go to 1 million people. There are 260 million American adults. For the other 259 million, the total remains what it's been since January 2025: zero.
