First Lady Melania Trump announced this week a spinoff of the administration's Trump Accounts program targeting children in foster care.
Trump Accounts, created by Congress earlier this year, are tax-advantaged savings accounts seeded with $1,000 in federal funds for children born after December 31, 2024. Parents can contribute up to $5,000 annually. The accounts are designed to grow over time and can be used for education, a first home, or retirement.
The foster care extension would make children in the system eligible for the same accounts. Foster children often age out of the system at 18 with little to no financial safety net. According to the Annie E. Casey Foundation, former foster youth are significantly more likely to experience homelessness, unemployment, and poverty than their peers within two years of leaving care.
The details of how the extension would work — including who administers the accounts, what happens when children move between foster placements or are adopted, and whether the $1,000 seed funding applies — were not specified in the announcement.
Foster care is administered at the state level, with federal oversight and funding. A federal savings account program for foster children would require coordination with state child welfare agencies, which vary significantly in their capacity and structure.
The announcement is a policy proposal, not a signed program. Whether it moves through the administrative or legislative process before the midterms is an open question.
