County government controls more of daily American life than any other level of government. Roads, water, schools, courts, jails, emergency services, property records, and zoning decisions are all administered at the county level. Across 3,160 counties in the United States, those decisions are funded by budgets that are technically public record.
The problem is that county budget documents were not designed to be read by ordinary citizens. They are dense PDF files filled with line items, departmental codes, fund transfers, and accounting terminology that requires professional training to interpret. A taxpayer who wants to understand how their county is spending their money has almost no practical way to do so.
## What CountyPurse does
CountyPurse retrieves county budget PDFs via the Census API and runs them through an AI analysis layer that produces plain English summaries, spending breakdowns by category, year-over-year comparisons, and flag alerts for unusual line items. The platform covers all 3,160 US counties.
A user who wants to understand their county budget enters their county name, selects a fiscal year, and receives a structured analysis explaining where the money comes from, where it goes, and what has changed from the prior year.

Civic accountability is impossible without civic literacy.
