A China-aligned hacking group called TA419 has been systematically targeting US AI policy experts since at least 2025, impersonating prominent figures in the AI field to steal email credentials from people working on AI regulation, export controls, and national security strategy.
Proofpoint published a detailed report on October 1 documenting the campaign, which it calls "Hallucinating Credibility."
The method is straightforward and effective. TA419 sends emails appearing to come from trusted figures in AI policy — former White House officials, prominent economists, senior AI researchers. The emails propose collaborations or research initiatives. When targets respond, a follow-up email steers them toward a credential-stealing website.
The standout incident came in February 2026, when TA419 impersonated a senior Anthropic employee to target an AI policy analyst at a US think tank. In July 2026, the group impersonated former members of the White House Office of Science and Technology Policy leadership.
Proofpoint declined to name specific targets, confirming only that they included experts working on AI regulation, export controls, and national AI strategy — exactly the people whose knowledge would give China the clearest picture of where US AI policy is headed.
The targeting makes strategic sense. The United States and China are in direct competition for AI dominance. Understanding how the US plans to regulate AI, which technologies it plans to restrict through export controls, and what its national AI strategy looks like gives China an advantage in that competition without requiring a single technical breakthrough.
TA419 used Cloudflare to obscure its infrastructure and registered phishing domains through NameSilo, making attribution difficult. Proofpoint connected the group to Chinese intelligence collection priorities based on the malware used, the infrastructure pattern, and the consistent targeting of US and Japanese defense, national security, and AI policy organizations.
Trump announced a "Super Intelligence Force" task force this week to ensure America leads in AI. The task force has no specific oversight mechanisms and no timeline. TA419 doesn't need one either.
